Rose Waller regularly counsels clients who appear before municipal planning boards, boards of adjustment, and governing bodies in connection with planning, zoning, and land use matters. Ms. Waller is skilled in handling all types of planning and zoning matters, including all aspects of redevelopment, site plan, and subdivision applications, rezoning, and appeals of zoning variances and permits to municipal governing bodies. She represents contractors and developers in the procurement of all governmental approvals or entitlements necessary for residential, commercial, and mixed-use projects. She negotiates and advocates for clients before City, State, and Federal agencies, including City Councils, the City Planning Commissions, and Zoning Commissions.
With extensive experience representing both public and private sector clients, Ms. Waller understands entities on each side of a land use matter, which helps to increase success. On the public side, she represents municipal governments, with an emphasis on land use, zoning, and redevelopment matters from regulatory and financing perspectives. She also counsels clients who oppose municipal efforts to rezone their property or nearby property, and clients seeking a zone change.
Rose is also versed in the management of complex litigation management. He has managed the support of major class action litigation of some of United States largest class action lawsuits.
Rose graduated in 2001 from the University of California, Hastings College of the Law with a Juris Doctor. Before law school, she obtained her Bachelor of Arts in 1996 from the University of California, Berkeley. She is licensed to practice law in the District of Columbia and the State of California.
