Mildred Motley has over 38 years of experience serving as legal counsel for numerous privately owned and government-owned affordable housing entities. She has been hired by several states, cities, and public housing authorities as counsel to provide legal services or consultation on HUD compliance requirements.
Ms. Motley has served in several executive positions for housing authorities across the country. She was the Executive Director of the East St. Louis, Illinois Housing Authority and Evansville, Indiana Housing Authority. She has been the Receiver for Taos, New Mexico Housing Authority. Ms. Motley has served as the General Counsel and Deputy Executive Director of the St. Louis, Missouri Housing Authority.
Ms. Motley’s portfolio includes representing clients with over 5,966public housing units and 4,902 housing choice vouchers. She advises on compliance with HUD Public Housing Assessment Score and the Section Eight Management Assessment Program. She is an authority on the management and regulatory requirements for affordable housing assets. She designs and structures relocation and transitional housing plans to ensure successful and compliant operations within the HUD guidelines.
Ms. Motley advises clients on the administration of affordable housing- contracts, grants, and cooperative agreements with federal, state, local, community, and private business organizations. Her services include reviewing inspection and audit reports, and the compilations of statistical data for assessing the risk associated with properties.
She is a graduate of the Washington University School of Law, St. Louis, Missouri, and obtained her Juris Doctors –in 1985. Before law school, she graduated from the University of Illinois, Champaign-Urbana, Illinois, with a Bachelor of Science, Psychology – 1982.
