Mr. Rickman is an award-winning litigator with over 20 years of experience. He is experienced in all aspects of civil and criminal litigation at the trial and appellate level and post-trial relief stages in local and federal courts. He is skilled in the preparation of petitions for writs of certiorari to the United States Supreme Court. Mr. Rickman possesses a thorough knowledge and practical experience in all municipal and civil liability, including the assertion of various immunities, including public duty doctrine, sovereign immunity, qualified immunity, Monell, and pattern and practice claims arising under the U.S. Constitution. He litigated all aspects of claims under Title VII, the ADA, ADEA, the Fair Housing Act, police excessive force, prisoners’ rights, and slip and falls. His practice includes handling complex investigations, discovery, and expert testimony in civil and criminal litigation.
Mr. Rickman is a former Assistant Attorney General for the Office of the Attorney General for the District of Columbia, where he was lead counsel in defensive civil litigation in claims raised against the District of Columbia. He managed and was primarily responsible for all areas of litigation. His cases included representing high-ranking government officials and the assertion and litigation of all privileges in the United States District Court for the District of Columbia. Many cases involved privileges, including the deliberative process, attorney/client, law enforcement, and the requirement that the official’s testimony be material. He managed the complex discovery matters that involved e-discovery and other forms of broad data retrieval from the District of Columbia government agencies. His cases include an array of civil rights litigation: police excessive force, claims of illegal search and seizure (strip searches), suicide at the D.C. Detention Facility, claims of prison overcrowding and wrongful death, First Amendment rights of prisoners, disparate treatment and impact claims under the Fair Housing Act, numerous claims arising under Title VII including systemic discrimination, the Americans With Disabilities Act, age discrimination, the D.C. Human Rights Act, the Due Process Clause of the United States Constitution and general tort litigation.
After leaving the Attorney General’s office, he took on cases assigned to him by 1992 to 2000 Panel Attorney United States Court of Appeals for the District of Columbia Circuit and the District of Columbia Court of Appeals. in this capacity was the lead counsel on civil and criminal appeals. The civil cases included an array of civil rights litigation: police excessive force, claims of illegal search and seizure (strip searches), suicide at the D.C. Detention Facility, claims of prison overcrowding and wrongful death, First Amendment rights of prisoners, disparate treatment and impact claims under the Fair Housing Act, numerous claims arising under Title VII including systemic discrimination, the Americans With Disabilities Act, age discrimination, the D.C. Human Rights Act, the Due Process Clause of the United States Constitution and general tort litigation. The criminal cases included homicide, white-collar crimes, criminal abuse of children, felony assault, robbery, habeas corpus-18 U.S.C. 2254 and 2255 and narcotics offenses, and numerous misdemeanors. He also prepared petitions and arguments to the United States Supreme Court.
Mr. Rickman is a bar member of the District of Columbia Bar, U.S. Court of Appeals for the District of Columbia, U.S. District Court for the District of Columbia, and the United States Supreme Court. He received his Juris Doctorate from Catholic University, the Columbus School of Law. He holds a Bachelor of Arts from Howard University.
