Carlynn Fuller has over 20 years of experience serving as an administrator, legal counsel for numerous privately owned and government-owned entities responsible for public and residential housing, and economic development. She has extensive experience with residential, commercial, and government projects through the regulatory and political processes. He has extensive experience in a variety of real estate and municipal matters, ranging from additions to single-family dwellings to commercial and mixed-use developments.
Ms. Fuller has served as the Chief of Operating Officer of the District of Columbia of Housing and Community Development where she was responsible for operating the agency charged with preserving and increasing the supply of quality affordable housing; increasing homeownership opportunities; and revitalizing neighborhoods, promoting community development, and providing economic opportunities. She served as Executive Director. District of Columbia Real Property Tax Appeals Commission, the chief administrator, responsible for all day-to- day operations; developing, revising, and implementing policies and procedures to ensure the effective and efficient administration and execution of the tax code and assessment statutes of the District of Columbia. Ms. Fuller worked as the Director of Legislation and Policy for the District of Columbia Office of the Deputy Mayor for Planning and Economic Development, where she interacted with HUD and District officials to obtain support for the District’s affordable housing and economic development. She also served as the Deputy Director for the District’s Department responsible for building and land development.
Ms. Fuller is an attorney graduating from Howard University, where she obtained her juris doctorate. She has a Master Divinity from Virginia Union University and a Bachelor of Science in criminal justice.
